- Hybrid verification and enforcement: Incorporate AI tools for monitoring (as proposed in recent U.S. initiatives) alongside challenge inspections and whistleblower protections. Use incentives: liability shields for compliant firms, capacity-building for the Global South.
- Iteration and universality: Sunset clauses for rapid updates; tie to existing BWC processes leading into the 2027 Review Conference.
The BWC banned biological weapons through foresight and collaboration. We can—and must—do the same, faster and smarter, for the code and cells that will shape humanity’s future. The alternative is reactive regret after an AI-enabled biological incident that the current regime cannot prevent. Leaders in labs and boardrooms: the Working Group sessions and 2027 Review Conference are opportunities—seize them now with industry-led proposals that match the pace of progress.
